Energy stability of communities

“Energy stability of communities” is an analytical and operative project designed to help communities quickly prepare for the upcoming heating season amid prolonged power outages and an unstable energy supply.

The project is managed on the CLS digital platform, which enables monitoring of implementation, expenses, assets, and performance across the entire portfolio.

The goal:

By the start of the 2026/2027 heating season, prepare and launch a portfolio of energy solutions to ensure the smooth operation of critical infrastructure facilities.

The implementation of these projects involves the delivery and start-up of modular backup power supply equipment

Key activities:

• collecting and verifying communities' needs for backup power;
• selection and adaptation of standard energy solutions to meet the needs of specific facilities;
• developing a project portfolio, preparing budgets and implementation plans;
• raising funds and engaging manufacturers and suppliers of energy equipment;
• coordination of the design, supply, installation, and commissioning of equipment.

Preparation for the heating season takes 3–6 months.

Uninterrupted operation of critical infrastructure during power outages.

Residents' access to water, heat, and medical and social services in emergencies.

Reducing energy costs and generating additional economic benefits through solar power generation and energy storage systems.

Expected result:

Adapting model solutions to different projects and scaling them up to hundreds of communities across Ukraine.

Current stage:

The needs of more than 40 communities have already been assessed. Seven model energy solutions have been developed, and more than 140 project proposals have been prepared. A pool of manufacturers, suppliers, and specialized energy and construction and installation companies has been formed to implement the projects.
